About the Author

Michael W. Dowdle is currently a visiting professor of law at the National University of Singapore.  He previously held the Chair in Globalization and Governance at Sciences Po.  He was also a Himalayas Foundation Distinguished Visiting Professor in Comparative Law at the Tsinghua Law School and a Senior Fellow of Public Law at the Regulatory Institutions Network (Regnet) of the Australian National University Research School of Social Sciences.

Stéphanie Balme is a research scholar at Sciences Po and visiting exchange Professor at the Tsinghua University Law School since 2006. Affiliated with the Chinese University of Hong Kong, between 2003 and 2006, she also co-chaired the Sciences Po/CERI study group on contemporary Vietnam until 2007. A regular consultant for various international organizations, she runs the Sciences Po in China Program:” Justice, Law and Society”.
